Visual Basic 2008 Express Edition is the ninth official version of object-oriented programming language developed by Microsoft Corporation and implemented on .NET, Mono, and the .NET Framework, enabling software developers to create applications and software solutions for an incredible variety of target platforms.

Equipped with a streamlined user interface, feature-rich code editor, and an incredible variety of support services, VB 2008 Express Edition has introduced many new features that dramatically upgraded the functionality of the previous Visual Basic development pack that was released in 2005.

Visual Basic 2008 Express Edition has introduced a new .NET Framework 3.5 platform that allows developers greater flexibility in developing apps of all complexity levels. The app editor is powered by the Windows Forms GUI library that provides the basic building blocks for creating desktop apps for the Windows operating system. The supported versions of the OS are Windows XP (SP2 or newer), Server 2003 (SP1 or newer) to Server 2016, Vista, 7, 8, 8.1, and Windows 10. One of the most notable additions to the .NET Framework 3.5 was the support for Windows Container image – a tool that allows apps created with .NET Framework 2.0–3.5 to run in an isolated container environment.

Some of the new additions in VB 2008 Express Edition support for Anonymous types, Lambda expressions, LINQ (data querying utility), XML Literals, Extension methods, Type Inference, and true conditional operator "If”. The development of the Visual Basic line based on the .NET Framework continued at a steady pace until 2019 and the 16th official VB release, which was the first of this series of apps to move to the newer .NET Core.

Visual Basic 2008 Express Edition is a legacy product that is no longer actively distributed online by Microsoft, but since many developers are still utilizing this software development platform, this pack still has large potential to support app development for years to come.
